The Association of School Business Officials International (ASBO) is proud to recognize Royse City Independent School District for excellence in the budget presentation for the Pathway to the Meritorious Budget Award (MBA) for the 2019–20 & 2020-21 budget year and the Meritorious Budget Award for the 2021-22 & 2022-23 budget year. This award reflects the district’s commitment to sound fiscal management, budgetary policies, value of providing a transparent and accurate budget to communicate effectively.

The TASBO Award of Excellence was created to recognize Texas school districts, open-enrollment charter schools, and education services centers that have implemented professional standards, best practices and innovations in financial reporting. The award application looks at 11 different categories and focuses on the budget process, monitoring the budget, projections, internal controls, cash management, communication, internal and external reporting, policies, staffing controls, training, and innovation. This was the first year for this new TASBO award and only 10 recipients received the award!

For the 4th consecutive year Royse City ISD was recognized for its financial transparency. In previous years, RCISD had received the “GOLD” member designation, then the highest level of achievement possible.  However in 2014-15, RCISD was recognized with the new highest level of achievement for transparency by being awarded the “PLATINUM” member designation.  This distinction is awarded only to those school districts that demonstrate the highest level of commitment to providing taxpayers and stakeholders a transparent look at where their dollars go.  The Texas Comptroller of Public Accounts launched the Texas Comptroller Leadership Circle program in December 2009 to recognize local governments across Texas that are striving to meet a high standard for financial transparency online.

The Government Finance Officers Association (GFOA) established the Distinguished Budget Presentation Awards Program in 1984 to encourage and assist state and local governments to prepare budget documents of the very highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting and then to recognize individual governments that succeed in achieving that goal.  Royse City ISD was recently named a recipient of this award for its’ 2014-15 annual budget. 

TASBO is pleased to inform you that Royse City ISD has received the Elite Status award level for the TASBO Award of Merit for Purchasing and Operations.  Only one small enrollment school district is selected for the Elite Status level.  The award is provided to school districts and Education Service Centers statewide that are committed to following professional standards in the acquisition of goods and services.  Recipients of the Award of Merit have demonstrated their continuous ability to utilize sound purchasing management policies and promote effective use of school resources.
